- 1-1/2 teaspoons cornstarch
- 1 tablespoon unsalted butter
- 3/4 cup green onions, thinly sliced
- 2 teaspoons minced garlic

- 1/2 teaspoon onion powder
- 1/2 teaspoon garlic powder
- 1/2 teaspoon paprika
- Salt and pepper to taste
- 1 (4-ounce) can diced green chiles
- 1 (12-ounce) can evaporated milk
- 1/4 cup finely chopped cilantro (optional)

Instructions
- Shred or chop the white American cheese and toss it with cornstarch in a small bowl. Set it aside.
- In a medium pot over medium heat, melt the butter. Add the sliced green onions and cook for 3–5 minutes until they soften. Stir in the minced garlic and cook for an additional 30 seconds.
- Thoroughly drain the canned green chiles and add them to the pot along with the spices, salt, and pepper. Cook for 1–2 minutes until fragrant.
- Shake the can of evaporated milk and pour it into the pot. Stir and bring it to a gentle simmer, ensuring not to boil. Reduce the heat to medium-low.
- Gradually add the cheese and cornstarch mixture while stirring constantly until the cheese melts. Avoid increasing the heat to prevent a grainy texture.
- Taste the dip with a tortilla chip and adjust the seasonings as needed. If using, stir in the cilantro before removing from heat.
- Serve warm with tortilla chips. If the dip thickens too much, transfer it to a small Crock-Pot on the 'warm' setting or reheat it gently on the stovetop or in the microwave, adding a splash of evaporated milk if necessary.

For a creamier texture, be patient while melting the cheese and avoid raising the temperature.
To keep the dip warm during a gathering, a slow cooker works great.
